Based on the Decision of the Government of the Republic of Srpska on the Adoption of the Action Plan for the Implementation of the Employment Strategy of the Republic of Srpska for the period 2024 - 2026, number: 04/1-012-2-2424/24 dated August 1, 2024 (“Official Gazette of the Republic of Srpska,” number: 72/24) and the Decision of the Management Board of the Public Institution Employment Bureau of the Republic of Srpska on Announcing a Public Call, number: 01.2/0111-709-5/24 dated August 27, 2024, the Ministry of Labor and Veteran and Disability Protection and the Public Institution Employment Bureau of the Republic of Srpska have announced a PUBLIC CALL FOR EMPLOYERS AND UNEMPLOYED INDIVIDUALS FOR THE USE OF FUNDS UNDER EMPLOYMENT PROGRAMS IN 2024. On Thursday (August 22), the 18th regular session of the Municipal Assembly of Berkovići was held, during which the following were adopted: Proposal for the rebalancing of the Municipality of Berkovići's 2024 budget With the 2024 budget rebalancing, the total budget revenues and expenditures are planned at 2,815,600 BAM, representing an adjustment of budget funds and expenditures by 678,900 BAM. The need for rebalancing arose to secure additional credit and donor funds intended for the realization of capital investments (construction of a road in the Viduša settlement, reconstruction of the Berkovići – Ljuti Do – Dabrica road, construction of a road in the Dabrica settlement, construction of communal infrastructure within the "Viduša Business-Production Zone"), as well as the implementation of agricultural projects (EU4Agri project). Report on the work of the Mayor and the Municipal Administration for 2023 In 2023, the Mayor and the Municipal Administration of Berkovići performed their duties in accordance with the Law on Local Self-Government of the Republic of Srpska, the Statute of the Municipality of Berkovići, and laws regulating the powers and rights of municipalities and cities in the Republic of Srpska, as well as the policies of the Municipal Assembly of Berkovići, following adopted decisions and conclusions. In 2023, cooperation was established or continued with:

• The Mediterranean Agronomic Institute of Bari within the projects "Support for Economic Development and Environmental Protection in Areas with Natural Constraints in BiH - ANC BiH" and "ProBio".
• The United States Agency for International Development (USAID) for the implementation of the USAID INSPIRE, USAID Diaspora Invest, and LGAA projects.
• The United Nations Development Program (UNDP) in the implementation of the GED project and the EU4Agri project.
• The German NGO Help within the project "Inclusion and Economic Empowerment in the Western Balkans."
• The NGO NODAS within the "BeeAlive 2" project.

Cooperation continued with the Mozaik Foundation through the Berkovići Youth Bank program, enabling young people to implement socially beneficial projects and receive support for starting micro-businesses. Cooperation also continued with the Family Foundation in the "Family Friends" project, aimed at supporting families with three or more children. Regarding catalytic projects (projects with leverage and multiplier effects), it's important to note that during 2023, there was virtually no progress in constructing the Hrgud Wind Farm by ERS. Instead of expected progress, the German Development Bank (KfW), due to sanctions on the Republic of Srpska by the Government of the Federal Republic of Germany, began procedures to withdraw support and funding for this project (the financial structure is still not finalized). According to the Concession Agreement, ERS was obligated to start construction by September 2017, and it is clear that the lack of activity and resources places most of the responsibility on ERS. During the reporting period, despite efforts by the Municipal Administration and assurances from the Government of the Republic of Srpska and the Public Roads Company of the Republic of Srpska to secure the necessary funds for the continuation of the "Construction of the Berkovići – Nevesinje Regional Road" project, for which the Dutch Development Agency (ORIO) had previously approved a 3 million EUR grant, ORIO definitively withdrew from further involvement in the project. Since most planned activities and defined goals were achieved during the reporting period, the work of the Mayor and the Municipal Administration in 2023 can be considered satisfactory. The leadership of the municipality has clearly strived to make progress in all areas of local community development. Fully dedicated to realizing the development vision of the Municipality of Berkovići, the Municipal Administration will continue to work diligently and systematically to improve its capacities, becoming:

• A service for citizens that fully respects their needs, problems, and suggestions;
• A service for entrepreneurs, creating a supportive business environment and the necessary conditions for local economic development;
• Efficient, offering fast, high-quality, and affordable services with simple procedures tailored to clients' interests;
• Transparent, ensuring full legality and public access to work, complete accountability, and equal treatment for all;
• Open to initiatives and interests from youth, citizens from urban and rural areas, entrepreneurs, potential investors, associations, and others contributing to the development of the Municipality of Berkovići;
• Proactive and constructive in cooperation with entity and state authorities and organizations, other municipalities, international organizations, and investors.

Report on the execution of the 2023 budget for the Municipality of Berkovići In 2023, the Municipality of Berkovići operated with a surplus of 25,147 BAM. During the period from January 1 to December 31, 2023, total budget revenues amounted to 2,012,246 BAM, while total expenditures amounted to 1,987,099 BAM. After the publication of an article on the portal Frontal.ba titled "The Municipality of Berkovići Violated the Public Procurement Law: And Where is the One Million BAM from the Council of Ministers of BiH?", the Municipal Administration immediately responded and refuted all the claims made in that article. In our response, we provided a detailed explanation of how the one million BAM, approved by the Council of Ministers of BiH, was spent in accordance with the law and transparently, for the benefit of the citizens of the Municipality of Berkovići. A recent audit of the operations of the Municipality of Berkovići, conducted by the Main Service for the Audit of the Public Sector of the Republic of Srpska, confirmed the correctness of the actions of the Municipal Administration. It was determined that there were no violations of the Public Procurement Law, nor were there any "missing funds." All financial flows and projects, including the renovation of the Njegoš Elementary School, were carried out in accordance with the law and in the interest of the citizens of our municipality. Once again, we appeal to the public and the media to refrain from publishing unverified and malicious information in the future, which damages the reputation of the municipality and misleads the citizens. The Municipality of Berkovići remains committed to transparent operations and will continue to manage public funds responsibly, for the benefit of all its citizens. The Mayor of the Municipality of Berkovići has announced a Public Call for participation in the "Mark for a Mark" Program for the concreting of local unclassified roads in the territory of the Municipality of Berkovići.   All individuals residing in the territory of the Municipality of Berkovići, who have residential buildings connected by unclassified roads to higher-level roads, are invited to apply for participation in the "Mark for a Mark" Program. Eligible to participate in the Program are individuals who reside in the territory of the Municipality of Berkovići and whose residential buildings are connected by unclassified roads that lead to higher-level roads. In the Assembly Hall of the Municipality of Berkovići today (August 23), contracts were signed with the second group of beneficiaries of the project "Inclusion and Economic Empowerment in the Western Balkans 2023/2024."

Through the implementation of the project in the area of the Municipality of Berkovići, at least 20 beneficiaries will receive material donations worth 2,500 EUR for starting or further developing "green" small businesses. The project is implemented by the German non-governmental organization Help and co-financed by the Government of the Federal Republic of Germany and the Municipality of Berkovići.

Contracts were signed with the first group of beneficiaries of the "Inclusion and economic empowerment in the Western Balkans 2023/2024" project in the area of ​​Berkovići Municipality today (July 25) in the Berkovići Municipality Assembly Hall. Today, July 22, a ceremonial session of the Berkovići Municipality Assembly was held in honor of judo player (judoka) Aleksandra Samardžić, who qualified for the Olympic Games in Paris.
