On Thursday (August 22), the 18th regular session of the Municipal Assembly of Berkovići was held, during which the following were adopted:
Proposal for the rebalancing of the Municipality of Berkovići's 2024 budget
With the 2024 budget rebalancing, the total budget revenues and expenditures are planned at 2,815,600 BAM, representing an adjustment of budget funds and expenditures by 678,900 BAM. The need for rebalancing arose to secure additional credit and donor funds intended for the realization of capital investments (construction of a road in the Viduša settlement, reconstruction of the Berkovići – Ljuti Do – Dabrica road, construction of a road in the Dabrica settlement, construction of communal infrastructure within the "Viduša Business-Production Zone"), as well as the implementation of agricultural projects (EU4Agri project).
Report on the work of the Mayor and the Municipal Administration for 2023
In 2023, the Mayor and the Municipal Administration of Berkovići performed their duties in accordance with the Law on Local Self-Government of the Republic of Srpska, the Statute of the Municipality of Berkovići, and laws regulating the powers and rights of municipalities and cities in the Republic of Srpska, as well as the policies of the Municipal Assembly of Berkovići, following adopted decisions and conclusions.
In 2023, cooperation was established or continued with:
- The Mediterranean Agronomic Institute of Bari within the projects "Support for Economic Development and Environmental Protection in Areas with Natural Constraints in BiH - ANC BiH" and "ProBio".
- The United States Agency for International Development (USAID) for the implementation of the USAID INSPIRE, USAID Diaspora Invest, and LGAA projects.
- The United Nations Development Program (UNDP) in the implementation of the GED project and the EU4Agri project.
- The German NGO Help within the project "Inclusion and Economic Empowerment in the Western Balkans."
- The NGO NODAS within the "BeeAlive 2" project.
Cooperation continued with the Mozaik Foundation through the Berkovići Youth Bank program, enabling young people to implement socially beneficial projects and receive support for starting micro-businesses. Cooperation also continued with the Family Foundation in the "Family Friends" project, aimed at supporting families with three or more children.
Regarding catalytic projects (projects with leverage and multiplier effects), it's important to note that during 2023, there was virtually no progress in constructing the Hrgud Wind Farm by ERS. Instead of expected progress, the German Development Bank (KfW), due to sanctions on the Republic of Srpska by the Government of the Federal Republic of Germany, began procedures to withdraw support and funding for this project (the financial structure is still not finalized). According to the Concession Agreement, ERS was obligated to start construction by September 2017, and it is clear that the lack of activity and resources places most of the responsibility on ERS.
During the reporting period, despite efforts by the Municipal Administration and assurances from the Government of the Republic of Srpska and the Public Roads Company of the Republic of Srpska to secure the necessary funds for the continuation of the "Construction of the Berkovići – Nevesinje Regional Road" project, for which the Dutch Development Agency (ORIO) had previously approved a 3 million EUR grant, ORIO definitively withdrew from further involvement in the project.
Since most planned activities and defined goals were achieved during the reporting period, the work of the Mayor and the Municipal Administration in 2023 can be considered satisfactory. The leadership of the municipality has clearly strived to make progress in all areas of local community development. Fully dedicated to realizing the development vision of the Municipality of Berkovići, the Municipal Administration will continue to work diligently and systematically to improve its capacities, becoming:
- A service for citizens that fully respects their needs, problems, and suggestions;
- A service for entrepreneurs, creating a supportive business environment and the necessary conditions for local economic development;
- Efficient, offering fast, high-quality, and affordable services with simple procedures tailored to clients' interests;
- Transparent, ensuring full legality and public access to work, complete accountability, and equal treatment for all;
- Open to initiatives and interests from youth, citizens from urban and rural areas, entrepreneurs, potential investors, associations, and others contributing to the development of the Municipality of Berkovići;
- Proactive and constructive in cooperation with entity and state authorities and organizations, other municipalities, international organizations, and investors.
Report on the execution of the 2023 budget for the Municipality of Berkovići
In 2023, the Municipality of Berkovići operated with a surplus of 25,147 BAM. During the period from January 1 to December 31, 2023, total budget revenues amounted to 2,012,246 BAM, while total expenditures amounted to 1,987,099 BAM.
