History of Berkovići

On October 31, 1992, the National Assembly of Republika Srpska passed the Law on the Establishment of the Serb Municipality of Stolac, whereby Berkovići restored the status of the municipality they had in Yugoslavia until 1955, when they became a local community of the Municipality of Stolac. On June 11, 1996, the People's Assembly of Republika Srpska passed the Law on Amendments to the Law on Territorial Organization and Local Self-Government of Republika Srpska, which changed the name of the former "Serb Municipality of Stolac" to "Berkovići Municipality". Although the Municipality of Berkovići was officially formed by the adoption of the Law on the Establishment of the Serb Municipality of Stolac, the Municipality has in reality existed since April 8, 1992, when the Municipal Assembly of the Serb People of Stolac decided on the establishment of the Serb Municipality of Stolac. The decision on the formation of the Crisis Staff was also adopted at the session. Milan Mihić remembered as the "voice of reason" in the war conditions, was appointed president of the Crisis Staff. At the session held on July 6, 1992, the first president of the municipality - Borivoje Muratović - was elected. At the session, the president of the Executive Board - Milutin Đonlaga, and the secretary of the Municipal Assembly - Ilija Šetka were elected. On September 21, 1992, Berkovići received the first Municipal Statute, the Rules of Procedure of the Municipal Assembly and the Budget. At the session of the Municipal Assembly held on June 30, 1997, Ranko Lučić Beli was appointed as the acting mayor of the municipality, after Ljubo Milivojević and Slavoljub Baćević performed the function of mayor of the municipality in the meantime. After the first local elections organized by the OSCE, at the session of the Berkovići Municipality Assembly, held on November 1, 1997, Ranko Lučić was elected Mayor of the Municipality, Radovan Milidragović was elected President of the Executive Board, and Ilija Šetka was elected Secretary of the Berkovići Municipality. Ranko Lučić remained the Mayor of the Municipality of Berkovići until 2012 (since 2000 he has been the Mayor of the Municipality), when he was replaced by the current Mayor Nenad Abramović. The function of the President of the Municipal Assembly, since 2000, when it was introduced by changes in the legislation, has been performed by Veliborka Šukić, Milenko Kojović, Boro Samardžić and Stefan Muratović.


With the arrival of Ranko Lučić - Beli at the head of the Municipality, the dynamic development of Berkovići begins, which continues under the leadership of Nenad Abramović. It is safe to say that Berkovići, as a municipality, was created almost "from scratch". After the end of the war, there was neither a municipal building nor any urban infrastructure in Berkovići. The refugees and displaced population were without adequate accommodation, schools were destroyed, and roads were isolated and often unusable. Some areas were not connected by roads to the rest of the municipality at all. Berkovići was just a collection of several houses on the Bileća- Stolac road. Where the core of the municipality of Berkovići is today, there used to be an ordinary wasteland. There were very few houses, a few prefabricated shacks and that was it. The electricity supply was barely enough for a light bulb per household, there was practically no water supply network.


It was a big challenge to solve all these problems. A lot of energy has been invested and a lot has been done. A small place, almost a village, began to take on the shape of a small town. The infrastructure has been significantly improved, many buildings have been built, some economic activities have started, and some are likely to take off. Berkovići is a place where changes and development happened much faster and more dynamically than was the case in most parts of Republika Srpska and Bosnia and Herzegovina.


On the site of the former orchard in Viduša, the largest municipal residential settlement is being formed, the structure of which is largely made up of displaced persons from western Herzegovina, who fled to the municipality of Berkovići at the beginning of the war, and with the help of the Municipality of Berkovići and the Government of Republika Srpska, built modest houses.


In the settlement of Viduša, there are also the buildings of the Municipal Administration and the Police Station, which are the results of the first post-war projects, which solved the problems of local administration and police accommodation.


Thanks to a donation from the Danish government, donations from other donors, and the Municipality of Berkovići's own funds, a water supply system was built. First of all, the water supply of the center of the municipality and the settlements located on the edge of the Dabarsko polje was solved, and then also remote settlements such as: Donja Trusina, Bitunja, Ljubljenica, Dabrica and Žegulja. Today, over 90% of households in the municipality of Berkovići have access to controlled water from the water distribution system. In 2005, Berkovići established PC Vodovod d.o.o. Berkovići, responsible for supplying consumers with hygienic water. After ten years of renting space, PC Vodovod d.o.o. Berkovići, got its own premises in 2015. The Administrative building of the water company was added to the given building under construction and thanks to the funds of the Municipality of Berkovići. PC Vodovod d.o.o. Berkovići, in addition to supplying consumers with hygienic water, is also responsible for the collection and removal of municipal waste. With the acquisition of municipal equipment in 2016 (a special vehicle for the removal of municipal waste and containers), the municipal waste management system in the municipality of Berkovići was significantly improved, since until then residents of the urban part of Berkovići collected municipal waste in plastic bags and took them out twice a week to certain locations, where it was collected in a primitive way and taken to the landfill in a non-specialized vehicle.


Thanks to the proactivity of the Municipal Administration in providing external funds, an orderly supply of electricity is ensured. By reconstructing part of the Jablanica- Nikšić power line, which was devastated in the war, Berkovići got a quality supply of electricity through a 35-kilowatt power line from Bileća. 10-kilowatt transmission lines towards suburban and rural settlements are being repaired and reconstructed. With the funds of Elektrohercegovina a.d. Trebinje, the branch office of this distribution company in Berkovići got its own premises in 2019.


In the previous 30 years of existence of the Municipality of Berkovići, significant funds were invested in improving the quality of the local road infrastructure. Today, most of the categorized road routes towards the settlements on the edge of the Dabarsko polje are paved roads. The problem are the local roads to remote populated places such as: Donja Trusina, Hrgud, and Dabrica, the solution of which in many ways exceeds the capacity of the Municipality of Berkovići.


In the pre-war period, there was a clinic in Berkovići that functioned as part of the Stolac Healthcare Center. The outpatient clinic was located, first in the premises of the Registry Office, and then in the building of the old school. Berkovići Healthcare Center was founded in 1994, and Dr. Milenko Muratović was appointed as the first director. The sudden and premature death of Dr. Milenko Muratović at the age of 52 represented a great loss, both for the Healthcare Center and for the entire local community. After the death of Dr. Milenko Muratović, the Health Center changed its name to PHI Healthcare Center "Dr. Milenko Muratović" Berkovići. The building of the Healthcare Center was first reconstructed in 2002, when the upgrade of one floor was completed, and then in 2021 when the building was reconstructed in accordance with energy-efficient standards.


The elementary school in Berkovići, immediately before the war, functioned within the Elementary School "Ragib Dizdar" Stolac. The elementary school in Berkovići has been operating in the education system of Republika Srpska since 1992, and the current name "Njegoš" Elementary School in Berkovići was given in 1993. After the end of the war, the central building and individual buildings of the regional departments were reconstructed. Due to the constant decline in the number of students, caused by negative natural growth, which is encountered by every local community in Republika Srpska, the number of regional classes gradually decreased. Today, classes in Berkovići take place in the central building and two regional departments (Blaca and Dabrica).


In 2001, Berkovići established a high school of economics, which functioned first as a remote department of the PI "Secondary Schools Center Trebinje", and since 2007 as part of the HSC "Svetozar Ćorović" Ljubinje. The classes first took place on the premises of Elementary School "Njegoš" Berkovići, and then on the premises of the former Hatelji regional department. A great contribution to the development of secondary education in Berkovići was made by Vlado Ivanišević, the longtime head of the Department.


In 2010, the Assembly of the Municipality of Berkovići passed the Decision on the establishment of the Kindergarten "Sveta Novomučenica Milica - Dete" in Berkovići. The first appointed director was Ljeposava Janjoš, who is still the head of this institution today. The kindergarten is named after a girl, Milica Rakić, who was tragically killed in the NATO bombing of the FRY. The municipality of Berkovići is one of the few, if not the only one from the category of extremely underdeveloped municipalities, which has organized preschool education on its territory.


In July 2002, the Assembly of Berkovići Municipality passed the Decision on the establishment of the Public Library "Narodna biblioteka" Berkovići, which officially began its work on January 1, 2003. Radmila Šinik was appointed as the first director.


The building of the Public Library "Narodna biblioteka" Berkovići has been reconstructed on several occasions, which gave the building: a heating system, a reading room, a summer reading room, and finally in 2017 a kind of "House of Culture" as an adequate space for holding cultural events.


JU "Narodna biblioteka" Berkovići and SOCA "Prosvjeta" OO Berkovići, which was founded in 1992, represents the backbone of cultural events. It is safe to say that Berkovići, excluding Trebinje, is the municipality with the most cultural events in Herzegovina - exhibitions, book promotions, literary evenings, marking of events, and important dates. A great contribution to the development of cultural life in Berkovići was made by the long-term and current director of the Public Library "Narodna biblioteka" Berkovići and the president of SOCA "Prosvjeta" OO Berkovići Radenko Kojović, who was awarded the "Charter of the Municipality of Berkovići" in 2018 for his outstanding contribution to the development of culture.


In 2008, Berkovići got a sports hall, as the only indoor sports facility, which is managed by the PI "Berkovići Sport". In addition to sports activities, the hall is also used for physical education classes for elementary and secondary school students. The sports hall was reconstructed in 2021.


Karate club Berkovići was the first official club established in Berkovići. The founder and coach of the club was Branko Šetka. However, Berković's trademark is the Judo club Berkovići, which was founded in 2004. Although a relatively young club, the results achieved by the club's competitors put them at the very top of judo sports in Republika Srpska and Bosnia and Herzegovina. Multiple national, state, and Balkan champions, and dozens of European, university, and Mediterranean medals are just some of the achieved results of judokas who took their first judo steps in Berkovići. Sisters Samardžić, Aleksandra and Anđela, Jelena Bjelica, Marija Šukić, Gordana Ilić, Igor Đurica, Milan Dobranić, are just some of the names, successful competitors of this club. The achieved successes of Judo Club Berkovići are the result of the great enthusiasm of the club's founder and coach, Jovo Samardžić.


In Berkovići, today, there are also the Berkovići Basketball Club and the Branch of Futsal Club Akademac Trebinje.


In 2000, with the blessing and consecration of the retired bishop Atanasije, the construction of the Church of Saint Prince Lazar and the Serb New Martyrs began, on the place where priest Vojo Medan was brutally executed on Vidovdan in 1941. On July 13, 2008, during the Assembly of the Holy Twelve Apostles - Pavlovdan, the church was consecrated by His Eminence Bishop Grigorije of Zahumlje, Herzegovina and Primorje. As far back as 1943, while serving the holy liturgy in the church in Gorica, the then parish priest Archimandrite Simeon agreed with the faithful people and predicted the need for the construction of a single Cathedral for the entire area of ​​Dabarsko polje. Since 2009, the Cathedral and the Municipality of Berkovići have been celebrating Vidovdan as a joint holiday. With the blessing of His Eminence Bishop Grigorije of Zahumlje, Herzegovina, and Primorje, the Municipality of Berkovići is changing the Slava, since in the previous period it celebrated the Descent of the Holy Spirit on the Apostles - Trojčindan.


Next to the Church, according to the blessing of His Eminence Bishop Dimitrije of Zahumlje, Herzegovina and Primorje, in 2018, the construction of a parish house with a residential floor and offices, which were necessary for the church community in Berkovići, began. The construction of the parish house was completed in 2022 with the funds of the Eparchy of ZH&P, the Municipality of Berkovići, and the contributions of the faithful. His Eminence Bishop Dimitrije of Zahumlje, Herzegovina, and Primorje, on July 3, 2022, consecrated the newly built parish house.


Berkovići can boast that, as a small and extremely underdeveloped municipality, they have a local radio station. Radio Berkovići, the smallest radio station in Republika Srpska, started its program on Trojčindan in 2005. Radio Berkovići broadcasts its program from 14:00 to 16:00, and in other hours the program of Radio Republika Srpska is rebroadcast. One man is responsible for the operation of this radio station - Radivoje Abramović, who is also an editor, journalist, and technician. Radio Berkovići was equipped thanks to funds from the Government of Republika Srpska and a donation collected by Dragan Komar.


About 20 citizens' associations are registered in Berkovići, dealing with various issues. One of them is the Berkovići Fire Company, with only one professional employee, commander Momčilo Milićević. Even though he is one man, Momčilo, by his superhuman efforts, often achieved better results in the field of fire protection and rescue than complete territorial firefighting units from larger municipalities. With the great involvement and enthusiasm of Momčilo Milićević, the capacities of the Berkovići Fire Company were significantly improved, which is reflected in the Company's equipment (vehicles and other firefighting equipment).


The municipality of Berkovići has justified its existence in the past thirty years. More and more important institutions, establishments, and organizations were formed. For a higher level of development, greater support from higher levels of government, primarily from the Government of Republika Srpska, is necessary.
