COMPETENCES OF THE ASSEMBLY

(1) The Municipal Assembly is a representative, decision-making and policy-making body of the Municipality. 

(2) Within its scope, the Municipal Assembly: 
1) adopts the Statute of the Municipality, 
2) passes decisions and other general documents and gives their authentic interpretation, 

3) passes the budget, 

4) adopts financial reports, 

5) adopts development plans and programs of the Municipality, local economic development plan, investment plan and capital investment plan, 

6) adopts strategic spatial planning documents for the area of ​​the Municipality, 

7) adopts the construction land development program, 

8) passes implementation documents of the spatial planning of the municipality area, 


9) passes decisions and other general documents on the performance of functions in the fields of culture, education, sports, health, veterans and 
disabled protection, civil protection in the field of protection and rescue, social protection, social care for children and youth, information, crafts, tourism, catering, economy, private entrepreneurship, agriculture, forestry and environmental protection, 

10) passes decisions on communal fees and other public revenues, when authorized by the Law, 

11) gives consent to the price of the utility service, 

12) passes decisions and other general documents on the organization and functioning of civil protection in the field of protection and rescue and fire protection and performs other tasks in the field of protection and rescue in accordance with the Law, 

13) passes decisions on acquiring, managing, and disposing of the property of the Municipality, 

14) passes a decision on determining the names of streets, squares, parts of populated areas, and local communities, 

15) passes a decision on declaring a Municipality holiday, 

16) passes decisions on holding traditional manifestations and marking important dates and events on the territory of the Municipality, 

17) passes a decision on the use of the symbol of the Municipality, 

18) passes a decision on the membership of the Municipality in the Association of Municipalities and Cities and on joining other associations and organizations, 

19) decides on the establishment of cooperation with other municipalities and cities, in accordance with the Law, 

20) adopts a plan for the use of public areas, 

21) passes a decision on the declaration of honorary citizens and regulates the rights and obligations from that decision, 

22) passes a decision on awards and recognitions, 

23) elects and dismisses the president of the Municipal Assembly, the vice-president of the Municipal Assembly, the deputy mayor of the Municipality, and members of the Municipal Assembly permanent and temporary working bodies, appoints and dismisses the secretary of the Municipal Assembly, and the head of the department or service and carries out selection, appointments and dismissals in other positions in accordance with the Law, 

24) establishes the Board of Appeals and considers the report on the work of the Board, 

25) initiates an initiative for a territorial change and a change in the name of the Municipality and the settlement, 

26) passes a decision on the indebtment of the Municipality, 

27) adopts the Rules of Procedure of the Municipal Assembly, 

29) adopts the code of ethics of the Municipal Assembly, 

30) reviews the annual report on the work of the Mayor of the Municipality and takes its position, 

31) considers information on the state of public order and peace, safety of citizens and property in the territory of the Municipality, 

32) decides on the initiation of the initiative for the impeachment of the Mayor, in accordance with the Law regulating the election of the Mayor, 

33) reviews the report of the Mayor of the Municipality on the work in the bodies of communal services companies, 

34) decides on the disposal of capital in communal services companies, which are owned by the Municipality, 

35) appoints and dismisses the director and management board of the institution founded or co-founded by the municipality, 

36) establishes commercial companies, institutions and enterprises of communal and other activities for performing tasks of interest to the Municipality, which are managed in accordance with the Law, 

37) announces public loan and self-contribution, 

38) call a referendum, in accordance with the Law, 

39) passes a decision on the establishment of a local community on the territory of the Municipality, 

40) reviews the work reports and work programs of business companies, organizations and institutions founded by the Municipality, 

41) considers and decides on civil initiatives, in accordance with Law, and 

42) performs other tasks established by the Law and the Statute.
